Are you qualified as a Primary Operator or a Secondary Operator?

  

Primary Operator

  • Has overall responsibility for the project/site.
  • Maintains direct control over operations.
  • Provides primary supervision and ensures compliance with all applicable regulations.
  • Responsible for coordinating subcontractors and specialty service providers.

Secondary Operator

  • Provides supporting or specialized services under the direction of a Primary Operator.
  • Does not maintain overall site responsibility.
  • Limited to the specific tasks or services specified in the contract.
  • Reports to the Primary Operator for all coordination and compliance matters.

  

The distinction between how primary and secondary operators obtain authorization under the permit is only relevant at large construction sites; therefore, this guide is meant for those operators. Large construction activities disturb 5 or more acres or are part of a larger common plan of development or sale that, in total, will disturb 5 or more acres.
